Outer Banks beach rules change at each town line. Dogs are welcome year-round in Nags Head, Duck and on the National Seashore, but Kill Devil Hills and Southern Shores limit summer daytime hours. Beach fires need a permit in Nags Head and on the Seashore and are banned everywhere else. Every town wants your gear off the sand overnight.

We checked each rule below on the town, county or National Park Service page on 29 Oct 2026. Where we could not confirm a rule at the source, the table says "Check with the town" and links the page to use.

Which rules apply where you are staying

  • Corolla and Carova: Currituck County rules. Carova is the 4x4 area north of the end of NC 12.
  • Duck, Southern Shores, Kitty Hawk, Kill Devil Hills, Nags Head: each town's own ordinances.
  • Bodie Island, Hatteras Island and Ocracoke beaches: Cape Hatteras National Seashore (National Park Service). The Park Service says its fireworks ban covers the ocean beaches from the Nags Head line through Hatteras and Ocracoke islands.
  • Hatteras Island village streets (golf carts, parking): Dare County rules may apply off the Seashore. Check with Dare County.

Town notes

Corolla and Carova. In the 4x4 area the whole beach is a road after dark. Air down to the pressure the county lists (20 PSI for SUVs and half-ton trucks) and fill your tank first. Speed limit is 35 mph, or 15 mph within 300 ft of a person.

Duck. The town owns no public beach access or parking. Access is through private, neighborhood accesses for owners, renters and their guests. Ask your rental company where yours is.

Southern Shores. Driving on the beach or dunes is banned. Stay off the frontal dune, including sliding or climbing.

Kitty Hawk. A current rabies tag is required on any dog on public property, visitor or local. Dog rule violations carry a fine of up to $50.

Kill Devil Hills. Overnight parking at public beach and sound accesses is banned 2 a.m. to 4 a.m. without a resident permit. The Arch Street drive-over was closed after recent storms (town alert, 27 Oct 2026).

Nags Head. Camping on the beach is prohibited. Beach driving permits are also sold at designated tackle shops.

Cape Hatteras National Seashore and Ocracoke. Driving requires a low-pressure tire gauge, shovel, jack and jack support board. Speed limit is 15 mph, or 5 mph within 100 ft of pedestrians. Bird and turtle closures change often, so check the park's beach access page before you go.

Before you go

  • Confirm which town your rental is in, since rules change at the town line.
  • Bring a leash of the right length: 6 ft covers the Seashore and Kitty Hawk's summer rule.
  • Buy a Nags Head fire permit on the night of the fire, or print a free Seashore permit.
  • Plan to pack up all gear by late afternoon, earliest in Southern Shores.
  • Buy driving permits for the exact town or park you will drive in.
  • Leave fireworks at home.
